Expert Guidance for Ofsted Registration

Key Requirements for Registration

1. Registered Provider and Responsible Individual

  • The provider must register with Ofsted and, if an organization (e.g., company or charity), appoint a Responsible Individual.
  • The Responsible Individual must have relevant experience in children’s residential care and demonstrate leadership and governance capabilities.

2. Registered Manager

  • The home must have a Registered Manager with a Level 5 Diploma in Leadership for Health and Social Care (Children and Young People’s Services).
  • The Registered Manager must undergo a formal Ofsted ‘Fit Person’ interview to assess their suitability, knowledge, and experience.

3. Statement of Purpose

A legally required document detailing the home’s aims, objectives, and the types of care it will provide. It must comply with Schedule 1 of the Children’s Homes (England) Regulations 2015.

4. Children’s Guide

A child-friendly document outlining what children can expect from the home, how to raise concerns, and how to access advocacy support. It must be tailored to the needs, age, and understanding of the children.

5. Policies and Procedures
