CQC Launches New Framework for Integrated Care Systems to Tackle Health Inequalities

The Care Quality Commission (CQC) has launched a new self-assessment and improvement framework designed to help Integrated Care Systems (ICSs) address health inequalities through meaningful engagement with people and communities. Developed in partnership with National Voices and the Point of Care Foundation, the framework provides a structured approach to identifying and tackling disparities in healthcare access, experience, and outcomes.

This voluntary tool supports ICSs in fostering honest conversations, gathering insights, and taking practical action to embed inclusive, person-centred engagement. It is built around

seven key phases—Check, Challenge, Prepare, Plan, Engage, Involve and Evaluate

Which guide ICSs in reflecting on their current practices, identifying areas for improvement, and implementing sustainable solutions.

The framework has been co-designed with input from public health practitioners, ICS leaders, engagement experts, and people with lived experience. It was tested across four ICS pilot sites, ensuring it is both practical and effective. It also aligns with the CORE20PLUS5 approach, which prioritises those most impacted by health inequalities.
